Rich Sweetman, FSA, MAAA
Owner, Consulting Actuary

Rich is an actuary with over thirty-five years of experience in the health care industry.  Over the past eighteen years, Rich has been lead actuary in more than seventy Medicare Advantage and Prescription Drug Plan bid audits for CMS, and prior to that Rich supported CMS Medicare Advantage ACR audits.  He has experience designing and implementing new rating formulas for insurance carriers, product pricing, and rate filings for traditional medical and managed care products.  In addition, he has performed actuarial analyses of rating and underwriting processes to identify areas preventing organizations from achieving profitable results.  Rich has worked on both sides of the regulatory table - working on behalf of state insurance departments and also assisting Medicare Advantage sponsors and insurance companies who are subject to regulatory reviews.  He also has extensive IBNR analysis experience.  Rich is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Ida Kwok, FSA, MAAA
Consulting Actuary

Ida is an actuary with over twenty years of experience in the health insurance industry. She has extensive experience with CMS Medicare Advantage and Prescription Drug Plan bid audits, serving as lead auditor for forty audits since 2016. Prior to joining Granite Dolphin, Ida spent nine years at a local Blues plan working in the Senior line of business. Ida has substantial experience in pricing, MA-PD and PDP bid preparation, Medicare Supplement filings, financial forecasting, Medicare risk adjustment, and Part D risk corridor projections. Ida is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Maria Knox, FSA, MAAA
Consulting Actuary

Maria is an actuary with over fifteen years of experience in the health care industry. Prior to joining Granite Dolphin, she spent eight years at a healthcare tech company developing a value-based care provider contracts framework. Additionally, Maria has seven years of experience at two local Blues plans, gaining expertise in Group Medicare Advantage and Medigap bid preparations, Medicaid and CHIP rate filings, valuation, and trend projections. Maria is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Laura George
Senior Actuarial Analyst

Laura has more than nineteen years of experience in health care analytics and informatics.  She joined Granite Dolphin in 2013 to support Medicare Advantage bid audits by compiling and scrubbing data, creating validation models, and providing ad hoc analytic support.  Prior to joining Granite Dolphin, Laura was manager of medical economic reporting and analytics at a local Blue Cross Blue Shield plan.  Laura is best known for making reports transparent and efficient through her expert use of SAS and Excel.
