Rich Sweetman, FSA, MAAA
Owner, Consulting Actuary

Rich is an actuary with over twenty-seven years of experience in the health care industry.  Over the past eleven years, Rich has been lead actuary in more than fifty Medicare Advantage and Prescription Drug Plan bid audits for CMS, and prior to that Rich supported over 50 CMS Medicare Advantage ACR audits.  He has extensive experience designing and implementing new rating formulas for insurance carriers, product pricing, and rate filings for traditional medical and managed care products.  In addition, he has performed detailed forensic actuarial analyses of rating and underwriting processes to identify areas preventing organizations from achieving profitable results.  Rich has worked on both sides of the regulatory table - working on behalf of state insurance departments and also assisting MCOs and insurance companies who are subject to regulatory reviews.  He also has extensive IBNR analysis experience.  Rich is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. 

Marina Zompatori, FSA, MAAA, Ph.D. 
Consulting Actuary

Marina is an actuary with over ten years of experience in the health care industry.  She joined Granite Dolphin in 2015 to support the audit of Medicare Advantage and Prescription Drug Plan bids for CMS. Prior to that, Marina was Manager of Financial Planning and Medical Economics at BMC HealthNet Plan, a Medicaid and Commercial Plan, where she gained extensive experience setting and tracking against Budget and understanding the financial impact of new Medicaid rates, as set by the States. Marina also worked at Blue Cross Blue Shield of Massachusetts, where she held several roles and responsibilities, including evaluating ROI for Disease Management Programs, product pricing for Commercial Business, forecasting and profitability analysis. Marina is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries and holds a Ph.D. in Mathematics from Boston University.

Ida Kwok, FSA, MAAA
Consulting Actuary

Ida is an actuary with over ten years of experience in the health care industry. Prior to joining Granite Dolphin, Ida spent nine years at a local Blues plan working in the Senior line of business, serving as the Actuarial Manager of Medicare for the last two years.  She has participated in eight successful CMS bid cycles for MAPD, EGWP and PDP plans.  In addition to serving as the certifying actuary in the most recent bid cycle, Ida worked closely with other cross-functional areas to design benefits and pricing to meet overall corporate objectives.  Ida has substantial experience in pricing, Medicare Supplement filings, financial forecasting, Medicare risk adjustment and Part D risk corridor projections.  Ida is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Laura George
Senior Actuarial Analyst

Laura has more than ten years of experience in health care analytics and informatics.  She joined Granite Dolphin in 2013 to support Medicare Advantage bid audits by compiling and scrubbing data, creating validation models, and providing ad hoc analytic support.  Prior to joining Granite Dolphin, Laura was manager of medical economic reporting and analytics at a local Blue Cross Blue Shield plan, where she was recognized with a "Finance's Finest" award that noted the high degree of initiative and creativity that she brings to her work.  Laura is best known for making reports transparent and efficient through her expert use of SAS and Excel.  She has provided leadership in identifying drivers of trend, while also ensuring consistency and transparency in data trends, themes and findings across various market segments.  Laura's past experience has also included Medicare bid development, commercial pricing, and reserving.
